ANALYSIS ON RELATIONS OF RURAL LABOR TRANSFER, TERTIARY INDUSTRY DEVELOPMENT AND URBANIZATION IN DEVELOPING REGION——A Case Study of Henan Province |

Abstract Effectively promoting urbanization is an important way to realize the harmonious development between urban and rural area.Urbanization lies on the speed and the scale of the rural labor transfer.It is considered that in the less developed area urbanization rests with rural labor transfer room. That is, the larger the transfer room, the stronger the pull at rural labor transfer, and the higher the speed of urbanization. Based on the previous analysis, this article, regarding rural labor transfer as a main dominant factor of urbanization, carries out a case study of Henan province in order to discover the mechanism of urbanization in the less developed area.
The article first analyzes the urbanization level and the economic structure in Henan province.The results show that urbanization has low level, slow development speed, and is always obviously behind industrialization. At the same time,the proportion of obtaining employment is remarkable on the low side in the tertiary industry.The insufficient room for employment in the secondary and tertiary industry is the key restricted factor of the rural labor transfer in Henan province.Among them,the insufficient development of the tertiary industry,especially its unreasonable structure,is the most important cause of insufficient labor transfer room.It gives us such policy enlightenments on speeding the rural labor transfer and urbanization in the less developed area as giving consideration to increase employment chance and gross product growth in the secondary and tertiary industry, vigorously developing the tertiary industry,optimizing its inner structure, adjusting ownership structure,and energetically developing the enterprises of non-public ownership of means of product.
